During the 88th Legislative Session, I authored and worked hard to pass House Bill 617, which reauthorizes the Next Generation 9-1-1 Telemedicine Pilot Project.

Over the past ten years, 21 hospitals in rural Texas have closed, and one out of every four that remain open are at risk of closure—a number significantly higher than any other state in the country. In many areas of the state, the nearest Class I Trauma facility is more than 60 miles away.

This level of healthcare access is not sustainable and is detrimental to the people who live and work in our rural communities when every second means the difference between life and death. With this in mind, I worked diligently on the original Next Generation 9-1-1 Telemedicine Pilot Project in 2015. One of my priorities for this session was reauthorizing it. Undoubtedly, the program cuts time, allows medical professionals to make critical decisions en route to a hospital, and saves precious lives. This essential project will enable the deployment of new technology in ambulances to make crucial life-saving decisions.

As the Legislature makes significant strides to improve broadband access and reliability in rural Texas, we must ensure that we have the infrastructure and data to roll out the next generation of trauma care and telemedicine. The original program was incredibly successful and will serve as a building block for the renewed project.

Thank you to the Commission on State Emergency Communications and Texas Tech University Health Sciences Center for their work on this vital program.
